An e-literate citizenry is a key component of a sucessful e-governance strategy. The first step in taking ICT to the masses has been rolled-out in Kerala. As a part of this initiative, at least one person in each of the 65 lakh families in the State will be made IT-literate. This project, piloted in one of the backward districts - Malappuram - has evolved into one of the most dynamic interventions in public-private-partnerships in the State.

Akshaya project’s deliverables include:

(i) Creating & expanding economic opportunities in the knowledge economy
(ii) Empowering individuals and communities through enhanced access to information
(iii) Modernising and upgrading skill sets of ordinary citizens
(iv) Integrating communities through creation of e-networks
(v) Creating awareness of ICT tools and usage
(vi) Generating e-content useful to the common man in local language
(vii) Generation of service delivery points even in the remotest areas
(viii)Generating at least 15,000 job opportunities
(ix) Generating direct investment of over Rs. 500 cr
